TUS 上传分片

通过 TUS 1.0 协议上传大文件的一个分片。

为不超过 5 GB 的文件创建 TUS 上传会话；若文件哈希匹配已有文件，则无需重复上传。

TUS 获取上传偏移量 HEAD

返回 TUS 上传的当前偏移量，用于断点续传。
